Not every item needs four perfect stats. For example, endgame boots only need movement speed, cooldown recovery, and hybrid health. If your boots have only 1 LP, just ensure the movement speed is T7 and call it a day - that's your guaranteed stat to Last Epoch gold transfer. You can still use Runes of Havoc to move that T7 affix where you want it, but there's no need to overcomplicate low-LP...
